Napoleon I, the French emperor, ordered the canal’s construction to begin in 1802. At the time, Paris had a population of about 550,000 people. The figure did not appear to be decreasing any time soon. The waterway, Napoleon claimed, would carry freshwater to the city and improve the health of the people.
