Tony was doing his hardest to control his feelings, but he couldn’t do so. He saw this law being broken by so many students, and it was hard for him to comprehend that only girls were disciplined. It is anyone else who makes a person feel differently.

Unrealistic Rules
The school was imposing arbitrary and irrational expectations for female students to wear leggings in a hot environment. It was rational to develop simple laws, but a few hurdles needed to be addressed. Students needed not be prevented from wearing clothes that would discourage unnecessary perspiration.
